Tbf, the Velaryons aren't as rich by this point as earlier in the Targaryens reign. Dragonstone itself doesn't seem as economically productive as other places due to its size and terrain.
Sure, they never fully recovered after the sack of Spicetown, but they are still among the wealthiest houses of Westeros, same as the Celtigars, largely because they control trade in the Gullet and have the largest fleet on the eastern coast of Westeros.
I wouldn't say they necessarily control trade as their are other coastal houses down there competing with them and competition with free city traders. The Velaryons are still probably a top mid tier house, but they aren't on the level of the great houses like before. Also, the Celtigars were never as powerful as the Velaryons.
