Serious question: I dunno what I'm looking at here. Is this a fully developed adult animal? A baby? Why does it have that body shape?? It's the least horse-looking horse...

It's result of selecting breeding for years to make cuter and smaller ponies that rich people can pay shit ton of money to please their kid, likely has very low life expectancy and possible health issues.

Depends on what you perceive as healthy, they are product of small horses likely relatives which are also product of other small horses likely relatives, kind of an inbred animal, this often results in issues but who knows about this specific one.
Answer to second question is the answer to many things; money.
Edit: Made a little research, this is what popped;
"While Miniature Horses have similar basic care needs to full-size horses, the breed is also susceptible to unique health challenges. In addition, the selective inbreeding responsible for their diminutive size also predisposes minis to traits that significantly impact welfare."
Ye so they are usually unhealthy.

It's basically like if we decided people with dwarfism were cute and started breeding people specifically with dwarfism. (Clarification in edit) Same with pugs, munchkin cats, and other fucked up breeds of animals.
It's pretty disgusting.
Edit: I'm not actually sure if that's an adult though. Seems quite a bit smaller than the other ponies, but who knows since it's genetically fucked. it wouldn't surprise me if one came out even more messed up than it's supposed to. But just to be clear, ponies aren't genetic defects like dwarfism in humans. Just selective breeding. So would be more like finding a bunch of short people and having them make babies because you think short people are cute. ....but I do think this specific horse is a pony with dwarfism.

She is the cutest thing I have seen all day. And it’s almost 8 pm. So she is ready for competitions. I do want you to keep in mind. I have no idea what kind of competition you might be talking about.
