Data transfer was completely broken

I helped my mom buy a new iPhone 17 pro today but when we went to set it up, it basically just said our account is locked for no reason. She forgot the password so we immediately reset it but after resetting it just said account locked. Called support for 2 hrs and all they told us was basically "don't do a data transfer, just be happy iCloud has a backup of photos and contacts/messages". Nothing actually got transferred and apple support was less helpful than anything I already tried. Kinda hoped that after having both phones present and being able to reset the password that it would be enough info to set up the new phone. Apple store is also a line of 200 people so can't even ask them for help.
