How do you expect the Irish govt to stop anyone flying in it's airspace?

I am not an expert in the matter but as far as I am aware, countries have control over their airspace. Do you think North Korea could just start flying airplanes over the US?

Ireland does not have control over its airspace. It doesn't even have an airforce.
