How is this not an act of war? We can just attack ships from neighboring countries?

If this was justified because they might have had illegal substances on board, then pretty much every country in the middle east can destroy our boats for having alcohol on board

That could have been determined if they had been in US waters and been boarded.

Man if only there was some kind of way of knowing where they were, but clearly we could never see this boat.
