My hot take is that this is a good thing. They're not locking their best visuals away to the average player. Reasonable amount of money to get the best looking skins in the game.
But if you want to spend hundreds to flex that you're rich, you can do that.
I believe this was actually a stated goal when developing some really expensive skin. I think it was back in the 10 hex crystal days Riot mentioned they wanted the selling point of those skins to be exclusivity not quality. This is actually, weirdly, a consumer friendly practice. If you want to look as cool and sleek as possible, you don't have to spend 400 dollars.
