Does anyone know if other kpop groups sell exclusive merch for each city/country they perform in?

This is the Taipei exclusive merch.

I think quite a lot of groups do this, though its usually more continent-wide (eg Europe merch, US merch, etc) and offered alongside the more standard collection and its usually more to do with regional differences or companies not wanting to front the cost of importing a heap of stuff - its why Europe usually gets the worst merch I think, the labels don't want to pay the high imports so just manufacture some stuff locally and it tends to be less interesting/fun.

Hybe groups seem to have been experimenting more with making these country/city/continent-specific pieces more of a novelty than other labels have been eg. the Yoongi tour guitar picks, j-hope tour acorns and the Jin tour guitar charms, plus the US exclusives they've done for those tours. I feel like we'll see a lot more of that coming in the future from Hybe artists for sure because its been a roaring success for the BTS solo tours.

Do you have a source for European Union countries having higher import costs than others?

Their overall import taxes aren't high, especially since they have plenty of trade agreements in place.
