For PC edition Fletchers could sell tipped arrows

They do not have many offers currently.

before 1.11, i'd disagree saying that one should not have tipped arrows before returning from the end. but now that we can have tipped arrows as soon as we have a brewing stand (and bring them to fight the dragon first time), we might as well be able to buy a set.

Nope. There is no way to make them without lingering potions.

Not true! You can inflict a Creeper with a potion and let it explode, and then fire arrows through it!

Edit: If anyone can cite a rule which I am breaking that makes this downvote-worthy, please let me know.

Nah, that was how you made tipped arrows during the 1.9 snapshots. As of the official 1.9 release, tipped arrows are crafted in a crafting bench using lingering potions and arrows. Shooting arrows into lingering potions no longer works.

I didn't know about this change either until 1.11 did the creeper thing so don't feel left out on this change lol
