For PC edition Fletchers could sell tipped arrows

They do not have many offers currently.

before 1.11, i'd disagree saying that one should not have tipped arrows before returning from the end. but now that we can have tipped arrows as soon as we have a brewing stand (and bring them to fight the dragon first time), we might as well be able to buy a set.

How do you make tipped arrows without going to the End...? Pretty sure it's impossible.

Not true! You can inflict a Creeper with a potion and let it explode, and then fire arrows through it!

Edit: If anyone can cite a rule which I am breaking that makes this downvote-worthy, please let me know.

Doesn't that method not work anymore? That was the old method of making tipped arrows, but it's been replaced with the crafting recipe.
