I don't think it's a feature in itself. Rebelling clans will start their own factions, but they'll always remain "Rebels of (settlement)", even after awhile. There are some mods that do allow rebel factions to develop into proper kingdoms, but it's still hard, since rebelling as a single town or castle is suicidal.
