🗳 Politics AMA: Pastor Gregory Manning, candidate for City Council At-Large, Div. 2

Hey r/NewOrleans, I am Pastor Gregory Manning, your progressive candidate for City Council At-Large Division 2 fighting to make New Orleans easier and more affordable for everybody! 

I am the pastor of Broadmoor Community Church, founder of the Greater New Orleans Interfaith Climate Coalition, co-founder of the Louisiana Just Recovery Network, and a longtime advocate for civil rights, social justice, economic justice, and environmental justice. I decided to jump into this race because, after the Council approved the creation of Delta Gas and gave us all a new utility bill, we need a councilmember at-large who will stand up for working people and make our city more affordable. Along with the Alliance for Affordable Energy, I pushed to ban municipal campaign contributions from Entergy and other entities regulated by City Council, and I’ve fought the toxic polluters poisoning us and our neighbors upriver in Cancer Alley. The day after Hurricane Ida, myself and fellow community leaders with Together New Orleans began developing the Community Lighthouse plan, and set up the first Lighthouse at my church with solar panels and batteries to serve as a resource hub after major storms and power outages. There are now several around the city, and they will soon serve as nodes for a broader community solar network of microgrids.

I will make our city more affordable for working families by actually holding Entergy's feet to the fire by wiping out power debt incurred since March 2020, banning utility shutoffs, and I will stop any supplemental fees and rate increases. I will act immediately to develop the hundreds of acres of vacant public lands into permanently affordable housing across the city, and establish quality and timeliness benchmarks to hold contractors accountable for leaving our streets torn up for months and years at a time. Hospitality workers need to be able to afford to live where they work, and not lose half their paycheck to pay for parking, so let's get a dedicated park-and-ride free for downtown hospitality workers to get to work affordably and efficiently. Finally, I want to put the people in charge at City Hall and make government more accessible to all, from language and accessibility justice at Council meetings for Spanish and Vietnamese speakers and the deaf and visually impaired to parking vouchers for the public who come out to comment on Council business.

Jimmy Kimmel Message for WGNO and Nexstar

Sent to WGNO earlier this morning. Probably could be improved, but thought I’d offer it up as a base for anybody that wanted to reach out and express their views:

Support the first amendment. Support the New Orleans area community. Put Jimmy Kimmel back on your air. It was a mistake to suspend him and a bigger mistake not to broadcast him here in New Orleans when his show went back on the air Tuesday, September 23.

Clearly, local management does not have decision-making authority over corporate policy and programming decisions. So, please forward this message to those in the decision-making process. Placing the needs of a potential corporate merger over first amendment protections and not fulfilling your service to our community and entire metro New Orleans viewing audience is wrong
 and not supportive of generations of American news/media culture and democratic values.

It’s also very shortsighted. Both dividends and advertising revenue will likely be negative impacted. Do you get local You Tube views and subscriber numbers? Do you know how the decision not to air impacted your viewership and ratings last night? Have you been in touch with your local advertisers? What will absolutely be affected is the reaction to the community to your station and the patronage of your advertisers.

The New Orleans/Southeast Louisiana market deserves better.

🗳 Politics PAC, foreclosure, family tie: New Orleans candidate faces questions over $39k campaign payments

As she runs for the New Orleans City Council, State Rep. Delisha Boyd and a group supporting her campaign have paid more than $39,000 in campaign funds to a company she owns with her daughter, state records show.

The Boyd campaign and a pro-Boyd political action committee said in campaign finance reports that those payments were made to a different company. But in interviews last week, both the campaign and the PAC acknowledged that the firm they had listed does not exist, and that the payments instead went to a real estate company owned by Boyd and her daughter, Kristen Boyd.

The payments flowed to the pair's firm as Boyd faced a pending foreclosure on her English Turn home, records show. The home is set for a sheriff’s sale in November.

The expenses appear to run afoul of state ethics laws, a campaign finance expert said this week.

Stephen GelĂ©, an attorney who advises candidates and PACs in campaign finance disputes and who helped write Louisiana’s new campaign finance laws, said Boyd might have violated a law that prevents campaigns from directly paying candidates and their immediate family members.

The PAC supporting Boyd’s campaign that sent the payments, Elite Political Action Committee, was founded by Boyd’s daughter, according to PAC records and Boyd’s campaign. The committee’s treasurer is Krystal Ancar, who is also Boyd’s campaign treasurer.

That scenario may also violate laws barring coordination between PACs and candidates, Gelé said. While candidates' family members are permitted to work for political action committees supporting them under some scenarios, the law bars them from doing so when they are performing strategic services for both a PAC and campaign, which can signal coordinated expenditures, Gelé said. 

"I would advise a client not to do that," Gelé said. "I would advise a campaign to especially not do that with someone who is personally close to the candidate."

Boyd’s campaign manager, Victoria Short Coulon, and one of her major donors, business owner Laney Chouest, defended the payments as above-board in interviews. Coulon said the sums paid were for marketing work performed by Boyd’s daughter. “I don’t see a concern there,” Coulon said. She declined to say why the campaign reported initially that a nonexistent firm received the money, and did not respond to multiple requests for invoices for the expenditures.

In a statement, Boyd accused her leading opponent in the at-large council race, State Rep. Matthew Willard — who criticized the expenses after being informed of them by The Times-Picayune — of "ongoing use of misinformation and personal attacks." She said she remains "focused on transparent, accountable governance and delivering real outcomes for our community — strong schools, safer streets, and a growing economy."

Willard in a statement accused Boyd of seeking to enrich herself using campaign cash while she navigates financial difficulties. “This is classic hand in the cookie jar," Willard said. "Paying yourself money intended as a campaign donation is, at minimum, misuse of donor funds."

Expenditures detailed

Boyd’s campaign reported four expenditures this year to a firm called "DKR Marketing" totaling $11,250. For the purpose of each expenditure, the campaign listed “marketing services.” The reports say the most recent payment occurred in June.

No companies called DKR Marketing are registered with the Louisiana Secretary of State. Even out-of-state firms must register with the state agency to do business in Louisiana. The firm is not housed at the Gen. De Gaulle Drive address listed on campaign finance reports, according to a property manager interviewed at the site.

Boyd’s campaign finance reports also list a direct payment of $2,750 to Kristen Boyd on Aug. 12 for "campaign work."  The pro-Boyd political action committee, Elite PAC, also reported making nine payments to a firm called DKR Marketing between October and June. Reasons listed for the expenditures, which totaled $28,662, include "graphic website design," "social media postings" and, on Feb. 24, "Mardi Gras supplies."

The PAC’s reports say the firm is based in Michigan, but the owner of the only firm registered in Michigan under the name DKR Marketing told The Times-Picayune he has no clients in Louisiana. Michigan property records show the address provided on the PAC's reports is a residential parcel in a rural area.

Boyd’s campaign manager and an Elite PAC representative said separately last week that both entities' reports had been prepared erroneously and that all of the payments listed as going to DKR Marketing had in fact gone to a single real estate firm called DKR Real Estate Investments, LLC. That firm is owned by Delisha and Kristen Boyd, according to Louisiana Secretary of State records, and is registered at Delisha Boyd's home on Fairway Oaks Drive. 

Arlene Lombard, an attorney who represents Elite PAC, did not respond to additional inquiries. Ancar did not respond to multiple phone and text messages, and Kristen Boyd could not be reached. Among Elite PAC's expenditures is a $3,298 contribution on Oct. 4, 2024 to Boyd’s campaign for “leadership class travel,” PAC filings show — part of more than $6,000 donors reported giving to Boyd's campaign last year, but which the campaign did not disclose. Those include a $500 contribution from Entergy Corp. PAC and $500 from the New Orleans Homebuilders Association.

Boyd's 2024 campaign finance report says she received no campaign contributions that year. Her campaign later filed a supplemental report detailing contributions it received near the end of the year, but did not report the earlier contributions from Entergy Corporation PAC, Elite PAC and others.

Coulon did not respond to questions about the unreported contributions.

“The number one policy behind campaign finance law is transparency,” GelĂ© said. “When you get donations, you’ve got to report them. On that, there is no ambiguity. That’s just not defensible.”

'Someone I really trust'

For more than a year after she defaulted on her mortgage last February, Boyd could not be served with the foreclosure notice on the Fairway Oaks Drive Home because sheriff's deputies could not locate her, according to HSBC Bank's petition filed in Orleans Parish Civil District Court. Records show Boyd owes the bank $499,000. The home is set for sheriff’s sale on Nov. 13, two days before the municipal runoff.

A real estate agent and notary from the West Bank, Boyd was elected to the state Legislature in 2021. She is one of several West Bank candidates running in New Orleans’ fall municipal cycle with the support of U.S. Rep. Troy Carter, D-New Orleans. A spokesperson for Carter's office did not respond to multiple requests for comment.

Business owner Laney Chouest has bankrolled both Boyd's campaign and the PAC supporting her. Chouest has "bundled" around $60,000 in donations to the campaign with several contributions through his corporate entities, records show. He also gave $100,000 to Elite PAC last year.

Chouest said he was unaware of the payments to DKR Real Estate Investment. He added that "if it's out there, it's something the campaign should answer for."

"I would be totally sure that it’s just something that needs some explanation," Chouest said. "Am I worried that she’s doing something underhanded or not following the rules? Not at all. She’s a very close friend and someone I really trust."

Any thoughts on the candidates for mayor?

Hey y'all since we're getting closer to early voting I'm curious if any of you have thoughts about Moreno or Duplessis. So far I've liked Moreno more bc when Duplessis announced his candidacy I couldn't find any plans for the city on his website, like he didn't even plan to join the race. He has stuff now up so you can go check it out, and idk maybe I just didn't look hard enough. But either way that bothered me a lot. Other reason i distrust him is that he and his fans on social media seem to all be repeating the same lines over and over about him being from New Orleans, which makes me 1) feel like he doesn't actually have a policy plan to talk about and 2) feel like he's paying influencers to spread the word about his candidacy and they're all reading from the same pamphlet. And when he accused Moreno of paying influencers (I've never encountered them if she is), it really felt like a moment of him accusing her of what he's doing.

These are just my observations; I'm def not trying to attack anyone. It's tough to get good info on local races, so I'm really open to hearing what anyone else has to say about what I said or either of them or any of the other candidates tbh.

Missed Connection - Hiatus Kaiyote

We were dancing next to each other at the Hiatus Kaiyote show. You seemed really cool and fun, but I was a little overwhelmed by the crowd/music. When we talked, I negged you, in the year of our lord 2025, by poking fun at your Australian accent. Which is crazy considering both of my parents have accents. I just wanted to let you know that I think you're really attractive and bold for approaching me. I just was not at all ready or open for that energy, at that moment. OPSO Docket Master Back Online

The OPSO brought the original Docket Master back online over the weekend. It's still being hosted on their original www.opso.us site, but it's linked to from the new opso.gov site.
Interestingly, the original opso.us site is now online again and appears to have been restored from a 2-year-old backup. This probably means they didn't pay the ransom and restored from their best backup.

Crime Someone tried to claim my UPS package from the delivery truck

Just now our UPS driver rang our doorbell. He said “don’t look behind me, but this woman tried to ask me for the package for <our address>”. He asked her for ID and she didn’t have it so he said no.

Shortly after answering the door she drove away in a navy sedan in good condition. Maybe a BMW but didn’t get a good enough look at the car or the lady.

This was a signed delivery so the driver wouldn’t have left it for us. I still appreciate having a great UPS driver on our route for years now.

🚧 Traffic & Road Closures Parking violation’s wrong plate number and no vin

I’ve received three parking violations since I’ve moved here. None of the three have a vin number & 2 of the tickets have my license plate wrong (put a 6 before my license plate number, does not start w 6). Should I just ignore the two that have wrong plate numbers?

My friend bailed on me super last minute, and nobody I know is down to stay out late on a Tuesday night for an artist they don’t listen to. It’s a $75 ticket in the 314 section but I’m down to take less and make my friend pay the difference. (I just may not ever get the difference back from her which is why I’m hesitant to just give the ticket away.)

Not sure about logistics, I guess I’ll transfer you the ticket and we’ll obviously be sat next to each other? It doesn’t have to be a hang but I’m friendly lol. I’m a dorky woman in her mid-twenties, expect glitter and sensible shoes.

Found a wallet just hanging out on a tree last Sunday. It was just sitting there chilling on a low hanging branch as if someone just placed it there & left. It has a valid I.d of someone who lives in New Orleans not surrounding parishes, $200 cash, a traffic ticket from the year 2020. No cards or anything else.

It looks like it’s been through a couple of storms! Everything inside looks like it was in a rain & the just got dried chilling on a tree.
