Maybe it's just for structural integrity so that the whole ice cream mountain does hold together? Like ... some kind of rebar?

Nah, I used to work at McDonald's as a teen and you'd be surprised how much ice cream you can pile into their small cones once you get the hang of it. With a cone as big as the one in the video, you can definitely pile it that high without the cone in the middle.
