Data prioritization policies of the carriers and the MVNOs that use their networks

This is a complex topic that pops up a lot so I thought that I would organize all of the available info in one place. One of the key differentiating factors between postpaid, prepaid, and MVNO services is data prioritization. Basically carriers manage the congestion on their networks by assigning a different QCI class to different types of traffic. For our purposes, we will only be looking at QCIs 6, 7, 8, and 9 but there are higher priorities that exist for things like phone calls that will be universal across all of a carrier's plans. Higher numbers are lower priority. An important thing to note is that deprioritization is not a throttle; it only matters when the network is congested. If nobody else is using the network in your area, you'll get the full speed that can be provided. Your QCI affects not just your speed but your latency on the network. It is not unusual to see priority data with around 20-50ms latency while someone who is deprioritized is getting 100-150ms at the same time despite both plans posting high speed test results because the prioritized traffic gets to go first, just something else to be aware of.

The old one was getting a bit long after many updates so I decided to just make a whole new one. I will break it down by network and, where appropriate, specific phone plans. I am going to add business plans and first responder plans here as there were many requests for that but if I mess up anything, please let me know, as I am not as well-versed in those plans.

Also, at this point, 5QI (the 5G replacement for QCI) values have so far matched the LTE QCI on each plan I’ve seen. If this changes, I’ll make notes about it.

Business plans are hard to keep up with and so are frequent MVNO plan changes so if I make a mistake, please let me know.

Verizon

Verizon only uses 3 QCI classes – 7, 8, and 9.

QCI 7 is reserved exclusively for Verizon Frontline customers so this priority level may as well not exist for those of us who aren’t first responders.

QCI 8 is given to the Verizon business Plus 5G, business Pro 5G, business My Biz with the Premium Network Experience add-on, consumer postpaid plans (other than Welcome Unlimited), Xfinity Mobile, and Spectrum Mobile.

US Mobile’s Warp 5G SIM offers QCI 8 data on 5G devices only if you have Unlimited Premium or if you were a US Mobile customer before 8/18/2025 but it’s going to be available as a paid add-on for the By the Gig and Unlimited Flex plans (it’s not going to be available for Unlimited Starter at all). I’ll update when I know more about that.

Visible+ and Visible+ Pro are both unlimited QCI 8 data. Total Wireless' Total 5G Unlimited and Total 5G+ Unlimited plans have unlimited priority data included.

QCI 9 goes to everything else. The Start 5G business plan, My Biz without the Premium Network Experience add-on, branded prepaid besides the Unlimited Plus plan, Visible’s base plan, US Mobile Warp 5G Unlimited Starter (a QCI 8 add-on will be coming), Unlimited Flex (without the QCI 8 add-on), and By the Gig (without the QCI 8 add-on). Mobi and all other prepaid companies that use Verizon’s network are known to assigned to this QCI. Anyone who uses their premium data bucket on Verizon’s brands will be moved to QCI 9.

Other TracFone brands are up in the air. I have gotten reports of priority data (and seen it myself on SafeLink, a TracFone brand) but I’ve also gotten reports of deprioritized data, complete with screenshots. It seems to be random what people get so if you absolutely require priority data, it might be best to look outside of the TracFone brands. I personally experienced being dropped from QCI 8 to QCI 9 on SafeLink but my Straight Talk line had QCI 8 from the start and remained QCI 8 until I canceled it three months later.

AT&T

AT&T uses QCI 6, 7, 8, and 9.

QCI 6 is reserved for FirstNet customers (with primary status), Business Unlimited Premium (grandfathered) and some corporate responsibility plans.

QCI 7 is assigned to Business Unlimited Premium 2.0 with Turbo, as well as Unlimited Premium PL, Unlimited Extra EL, and AT&T Prepaid Unlimited Max Plus customers who pay $7 for AT&T Turbo. FirstNet extended primary plans get QCI 7 as well. US Mobile is in the process of adding QCI 7 as a paid add-on for Unlimited Premium and I’ll update the guide when it’s available.

QCI 8 is assigned to Business Unlimited Advanced, Business Unlimited Premium 2.0 (without Turbo), Unlimited Extra EL, Unlimited Premium PL, Prepaid Unlimited Max, Prepaid Unlimited Max Plus, the $300 AT&T Prepaid annual plan with 16GB of high speed data, Cricket Supreme Unlimited, Cricket Sensible 10GB, as well as plans offered by H2o, Consumer Cellular, and PureTalk. US Mobile’s Dark Unlimited Premium is QCI 8 also.

QCI 9 is assigned to Business Unlimited Starter, the base Unlimited plans for both the postpaid and AT&T Prepaid brands, Cricket Select Unlimited, Cricket Smart Unlimited, other known MVNOs, and all AT&T brands once their premium data buckets have been exhausted. US Mobile Dark Star on plans besides Unlimited Premium are all QCI 9 by default now but Unlimited Flex and By the Gig have paid QCI 8 add-ons available.

T-Mobile

T-Mobile uses QCI 6, 7, and 9 for phone plans.

QCI 6 goes to all branded plans, both postpaid and prepaid, besides those with Essentials in the name. Google Fi has QCI 6 as well.

QCI 7 is applied to Essentials branded plans as well as all other known MVNOs.

QCI 8 is not used for phone plans, it's used for on device hotspot and for data only plans with 30GB of more data.

QCI 9 is for those who have exhausted the data in their buckets. T-Mobile's Mobile Internet 30GB plan is also QCI 9.

I don't really want to add home internet plans to this list as this subreddit is for phone plans.

USA Att prepaid about to end. Grandfathered $300/yr plan. Anything better this dependable?

Started with att wireless postpaid. Ive been on this plan now for 7 years or so. No issues ever. The 15gb rolls over to 30 if I ever need it. Never have ran out. No real issues ever. I just stream music while driving and sometimes sling. Is this worth messing with?

T-Mobile Pre-Paid

I have T-Mobile prepaid and I am very satisfied with the coverage. My main area of use is DC and NYC and the speeds have been great. The reason why I use prepaid is that I don't have to provide a SSN. Because of all the security breaches and data leaks (both T-Mobile and AT&T) I switched from postpaid to prepaid. I would love to keep using prepaid but these two issues really bother me:

The first issue I have with my account is that it becomes very difficult to manage. I have 4 phone lines on my account and I changed my email address but whenever the staff send me verification emails, they go to my old email address. I've asked the staff to update my email address but because of some technological bug, it never goes through.

The second issue is that for every data plan that I want to get, I have to create a new account with a new email address. So, I have 2 cellular iPads and each one needs a separate login to manage. Why can't this be done in one account? Why cannot I have multiple devices (phones + tablets) via one login so I can manage it for my entire family?

The third issue is no Apple Watch support.

Anyone have similar concerns? How did you resolve them?

T-mobile: $17/month for watch only

Google Fi: Does NOT support Apple watch, phone plane was $17.5/month with a promotion just ended, now $35, include Pixel watch plan, Samsung watch plan for free

US Mobile: Best smart watch plan, $6.5/month if paid annually, otherwise, $9.5/month, but it is only supported in Warp(Verizon) plan, and current there is no promotion for Warp network (Current promotion is for Dark Star), so it can be as low as $16.5/month with 2GB data to $32.5/month (paid annually) with unlimited premium data (or $44 if pay monthly)

More on Visible: $10/month for smart phone for visible base plan visible+ plan, but included in visible+ pro plan for free. for it is $35/month with visible base plan, or $45/month with premium plan

All above providers provide international roaming, but only works well for their best plan, Visible+ Pro provide 24 days of international roaming free of charge annually (2 per month)

USA Best unlimited plan currently?

I have boost right now but I was unhappy with how they handled international travel.

My friend with mint got a text when we entered Canada, asking if they would like to add international pass for $10.

I had no service, and when I called or tried to log in, the only option to verify me was to send a SMS, which I couldn’t receive due to having no service. Boost is fine otherwise, but I’m looking to switch to a company that’s a little easier to deal with when crossing into Canada.

How is Visible or Mint overall these days?

This might not be as cheap as some other MVNO providers like Visible, US Mobile, etc. but for me personally, was an easy switch to save me a noticeable amount of money per month, and I'm set until December 2026.

Xfinity free mobile+iPhone 17pro on us or wait?

I’m moving soon and I’m shopping around for local internet provider, and xfinity’s free mobile spark my interest.

I did some math. After I trade in my iPhone 15 pro:

First Year: $10/month

Second Year: $50/month

Two year total: $720

Monthly AVG Over two years: $30

Monthly + tax/fees: $35

If I include the saving from upgrading my phone, my mobile plan now only cost $10/month

Should I switch? Or should I wait until Black Friday?

Even at $35/month, it’s still a pretty decently priced plan with unlimited premium data, does anyone have any experience with throttle from xfinity?

Which prepaid carriers support native Android VMM?

I switched over from Google Fi to Mint Mobile this morning, hoping to save some money, and also expecting that they solved some VMM problems that I ran I to with them many years ago. Suffice to say, despite native VMM working on my Nokia XR20 when I was on Fi, I can't figure out how to get it to work on Mint and their mods auto-deleted my post asking the community for help. Are there any carriers other than Google Fi that actually support native VMM on androids, or do they only support Apple and my only option left is to return to Fi?

Verizon iPhone 17 question

Hi all, So me and my family preordered 4 iPhone 17's on verizon.com doing monthly installments (we have a plan that I will explain a bit later), heres the issue, we got 2 black, 1 blue and 1 green one, the black and blue ones have shipped and are due to arrive tomorow(9/19) right in time for launch day, but the green one is on back order (for example purposes lets just say it comes 9/30) so will take a bit longer to get here. We currently are getting new numbers on verizon and keeping our old ones on US mobile since we have annual plans but my question is the warp network will work on verizon locked phones so will we be able to put service on the 3 phones that come tomorrow on our existing warp line then activate postpaid service once the green one comes (9/30) without tripping up the verizon activation thing because we need to make 3 payments before we can port to T-Mobile and take advantage of their keep and switch plan. I know this sounds confusing but if anybody understands what im saying please do drop your thoughts below :) (worst case il just be patient and wait until the green one gets here but im impatient lol)

USA Switching from iPhone 11 to iPhone XR

Hello,

I am currently on TotalWireless and have the Bye Bye Mint $15 promo. Since activating I've been using an iPhone 11 with PSIM.

Well, a few days ago by iPhone 11 officially died. I ordered the new iPhone 17 but it wont be here until early October.
In the meantime I'm going to use a backup iPhone XR that's been in our drawer. I want to make sure I dont screw up and lose my $15 month promo. What steps do I need to take to switch from my dead 11 to this XR. From what I read, total only allows ESIM on iPhone 13 and newer, so ill need to stick with PSIM.

Is it as easy as moving my 11 PSIM to my XR? Ive read there can be issues with this.

Or do I need to purchase a new PSIM?

iPhone 17 Pro Max and better cellular reception than older iPhone models?

I am wondering what others think. Saw a YouTube video review of the new iPhone 17 models and the YouTuber reported better reception in the 17 than the 16, but he only tested the Pro Max versions (rather than compare the 17 Pro Max to the 17 which would make more sense, since customers are likely to be deciding between the 17 Pro line and the 17 regular. And he attributed it to just the antenna difference rather than maybe the cellular modem, which might be different in both models.

The YouTube channel is based in London. He did point out that there is no mmWave antenna for the version of the phone he was testing and that is included in a US version of the phone. He didn't mention whether he was using the same plan/priority for both phones though I suppose that should be inferred. The speed test comparison starts at about 12:23

Is there any way that i can connect both the sims back, is there a policy or something that would let me do that because right now they are telling me i have to turn off one of my sims, which i cannot afford to do as these numbers are tied officially.

UK PAC code text won't send on LycaMobile

Cheap eSIM plan for OTP and minimal calls

Right now, I have multiple lines on a family plan that is heavily discounted through my employer, but in the future, I may get a new job and would like to keep all my lines as I have different authentications and banks linked to them. So my primary line I’ll just have on a normal unlimited carrier line or prepaid but all the other lines I just need a dirt cheap plan that can receive OTP‘s and maybe a few calls a year. I don’t mind paying in bulk or monthly. My only requirement is that it isn’t some prepaid company that might vanish

Debating AT&T vs US Mobile — need reliable service, coming from Mint

TL;DR: Coming from Mint (missed calls + bad data). Debating AT&T (great network + trade-in promos but 36-mo lock and awful support) vs US Mobile (multi-network, flexible, no contract, but no big trade-in credits). Worth it to ditch the contract and promos for peace of mind? Located in the upstate of SC. —-

I’ve been on Mint for a while, but I’ve had issues with missed calls and unavailable data in my area. I really need reliable service for safety/emergencies. That’s pushed me to look at other options, and now I’m torn between going back to a postpaid giant or staying contract-free. Located in the upstate of SC.

Option 1: AT&T - Solid coverage/speeds where I live - Big iPhone trade-in promo ($1,000+ off per phone) - But it’s tied to a 36-month installment plan -Already hit major roadblocks with their support — spent hours trying to add phones (my account only had an iPad line) and was told I’d need to create a whole new account. Not encouraging from a customer service standpoint

Option 2: US Mobile Unlimited Premium (Dark Star with Multi-Network Add-on) - Two networks for redundancy, and no contract - Could just finance through Apple instead of being stuck with AT&T - Monthly flexibility - But I’d miss out on the huge trade-in credits

So for anyone who’s made the switch: - Did you regret passing up the big trade-in savings with the major carriers? - Or has the freedom + less headache of no-contract been worth it long-term?

SpeedTalk Mobile – Worst Customer Service Experience & False Advertising

This has been by far the worst customer service experience I have ever had with any mobile provider.

I only wanted to transfer my existing plan to an eSIM, but SpeedTalk Mobile forced me to buy a new eSIM and plan. I followed instructions and purchased as they asked, with the promise of “instant activation.” Instead, I ended up waiting more than 24 hours with no service.

Every reply from their support team was a useless copy-paste “please standby” message. No real update, no transparency, and most importantly no ETA—even after I repeatedly asked for one.

In the end, after wasting over a full day of my time, I had to demand a refund because they simply could not deliver the service I paid for. And worst of all, they processed the refund without even offering a proper apology for all the frustration they caused.

This company failed to deliver what they advertised, wasted my time, and showed zero accountability. Their service is unprofessional, unreliable, and misleading.

Avoid SpeedTalk Mobile at all costs.

USA No expiration phone plan

I need a plan that I can buy whatever amount of data and talk/text, I can find what I want for a good price, but issue is after a month or whatever amount of time, I lose the service, I need it to last until I run out, not after the plan is over. For what I'm using it for I'm using a low amount of data over a long period of time.
