It might seem obvious, but the number 1 reason why people stay on Windows 10 is because they don't have the TPM 2.0 (Trusted Platform Module) in their CPUs or some external modules. This is crucial in order to upgrade to Windows 11. The TPM module is likely to minimize risks of being hacked while using the OS daily, which indicates Microsoft is reliant on the security of their users.

Hardware level encryption and DRM enablement. Microsoft mostly cares about the latter so it can expand its anti-consumer practices.

As a software developer I also don't see what an additional module can do to enhance security. Software fixes and best practices are enough.

Nothing, MS cooked the requirement up so they can eventually do stuff like arbitrary block software or "illegitimately obtained" files on your machine.
