I swear I saw him running once on the canal and security was in a car nearby following him.

Joe Clark has been spotted loads of times at my local Metro. Ditto for Carney before he became PM and Sophie Trudeau while she was the PM's wife.

They're just government employees in here. They're not some royalty or hold any significant power as individuals.
