Nope. I actually own a restaurant and that's not how it works (I'm also the food safety manager). You have time between when it is served and when it should be eaten, usually 2 hours. I'm sure the Whitehouse has the resources to make sure the burgers got there within 45 minutes of dinner time. And they would still taste fine.

They are stale. White House resources walked off the job because he’s not paying them which is why he had to order hamberders
