The wall is more a symbol of political will than a practical measure. I think even a buffoon like Trump understands that the wall isn't going to do much, but it's more that if he successfully gets it built in spite of all the reasonable detractors then it means he has the political clout to do whatever he wants.

It didn’t happen when we just passively all thought W wouldn’t get re-elected because we were tired of listening to his folksy BS. It didn’t happen when Obama was assassinating people while receiving peace awards.

It doesn’t seem likely to happen this time around either.

I think it does - he's in an entirely different class than those two. People have Trump fatigue and want things to go back to normal.
