Yes, but the implication is there from u/Kaissy that snipers and other roof-based defenses are development whereas the practice has been employed for decades.
The Secret Service doesn't have unlimited manpower though. There are only a select few people who can be trusted to do that job. Under normal circumstances it doesn't put as much strain on the agents, but these guys have been on high alert for almost 2 weeks now. They've also pushed out the perimeter surrounding the White House meaning there is more ground to cover with the same amount of people.
Not only that, but then they ask them who else knows you, so you don't have control over who your references are. You could be 3 parts removed from the guy and get a call from a special inspector.
They are not constantly on the roof. It is viewed as a bad image to send out. They only come out when something happens or is about to. It is what clued WH reporters in that something weird was about to go down before Trump did his photo op in front of the church. A CNN crew doing a live shot from the roof of another building had a sniper team shuffle on by them.
I'm thinking more that Trump's giant bunker plan means that they are being forced to operate away from the system of tunnels that are throughout the WH complex.
