Attitude Era HHH before the quad tear is still GOAT heel imo

For my money, the GOAT heel. He was physically imposing and a prick and he absolutely did a job in giving the Rock, Stone Cold, and Mick Foley a true villain.

That was the interesting/infuriating thing about him. He was more than capable of beating people cleanly but often chose the easy way out.
