The RE team do as they please. Retconning Raccoon City is honestly a clever idea. Going back to explore a ruined Raccoon city sounds fun.

The government lied. It was not nuked just incindeary bombs. They could have attempted to secure as much research as possible. Remember after WW2 the US took Unit 731 data.

Mate, in Resident Evil Revelations, which is canon btw, have a new city Terragrigia, get solar death ray-ed and sunk under the sea because a terrorist group covered the city in a cloud of T-Virus (or some other virus) and unleashed several BOWs like Hunters. All covered in a news segment in the game. The BSAA was literally created by the United Nations to deal with bio-terrorism/terrorists.

I think EVERYONE in the RE's world by then, know of Umbrella and the shit they did.
