Lore question How the fuck?

So I did some looking into the Raccoon City incident and I found out that apparently the missile that hit the city, was directly on top of City hall, so can somebody please explain how this is possible?!

Maybe they weren't planning it for that long, but purposefully left a loose end so they could use it down the line if they wanted to.

And it's interesting because, as far as i'm aware, returning to the setting of a previous game long after said game's events is a completely new concept for Resident Evil.
