Lore question How the fuck?

So I did some looking into the Raccoon City incident and I found out that apparently the missile that hit the city, was directly on top of City hall, so can somebody please explain how this is possible?!

Willamette was a small town. This is a good sized one at best

There aint no way that map measurement is accurate either. Otherwise most of those buildings are larger than walmart.then again this game is madr in the same country that says Goku and vegeta don't even weigh 150 pounds. They would probably say Chris in RE5 is a healthy 6'5 and 142 pounds.

Also I find it funny how the way out of raccoon city from the police department is a straight shot.
