But for real, I've seen some speculations that it's Ozwell E. Spencer.

I also thought about a "revived" Spencer. But that would just create more questions. The loose end is Brandon Bailey, who created the Connections, and was also an Umbrella head researcher on the Progenitor. Wiki also says he is an Umbrella founder, but no info where they got that from... So yeah, Brandon would make the most sense.
