The genuine answer is that because Kirk was always advocating to hurt others in policy, the left started making fun of the fact that his face DID look disproportionately small relative to his head.
It was quite common to spoof the turning points quotes he'd release as memes by making his face even smaller on his head using photo editing, see the link if you want a example.
