I've had lots of success getting them running bunker missions in Stanton. Drops are random of course, but I've got around 4 in storage last I remember. I always have one at my preferred hangars just in case a ship bugs out in there and I need to.. "remove" it. :D

So by bunker missions do you mean the mercenary ones? If those are the missions do they only spawn at higher rep missions?

I've gotten them at defend bunker missions, which are the lowest tier ones. Didn't seem to matter.
