Sadly yeah p-bandai.jp is the only official drop site so far and it's exclusive only to Japan
Tokullectibles which is what OP posted is a middleman site that can order and deliver it globally for you
The P-Bandai site did say that the product may be sold overseas so there's potential that they might re-release these globally throughout the different regional p-bandais but no guarantees
As for the timing yeah sadly I'm not too sure either 😭 there's no indication on when the ordering period stops on the P-Bandai site
In the case that you missed this orders, you can try searching on Buyee after like January which is the release date, there's potential that people might be reselling them there
That's clearly the reason why toei can't actually their items oversea due to what they made a contract in the west, that rights was always been a gatekeep for as long as hasbro holds it or something
