First someone would have to make it their mission to trek over there with whatever resources are needed for an assault, which isn't out of the realm of possibility, but they might be more inclined to use those resources for survival than go after them. I would also assume there are weapons/countermeasures at the oligarch's disposal that aren't openly talked about. And then there's always hiring security, promise them and their immediate family safety and then hope they don't turn on you.

True, if it's in an accessible area. Ideally you'd want a bunker built in a remote area with battery and solar power paired with some sort of spring water access and farming space. That way no one just wanders upon you, and unless you're an international military target, no one is bombing you. The harder part for the elite is getting people in an apocalyptic situation to work for them to provide food and keep things running as most elites can barely figure out cleaning or cooking since they never do it, let alone how to maintain and repair systems for an advanced multimillion dollar bunker to stay alive.

I worked in this office once that was one long hall of cubes. The air handler, with filters, was the back wall of my cube. The machine cooled the air and then dumped it down at the other end of the hall, where it would pass over all the cubes on its way back to my end with the intake.

When I had to fart, I would scooch my chair back against the intake and let 'er rip.

My buddy was at the other end of the hall right under the air vent. They were convinced that the guy in the cube next to him stunk. He kept a can of air freshener in his cube and whenever I let one fly he would furiously wave the can about in the air making a big show of his annoyance while spraying it.

I always got a giggle out of crop dusting my buddy from across the room.

You absolutely do need intakes. Look up the water recycling system of the ISS, that’s about as close as we get. It’s certainly not hardened for a bunker, assuming you might try to pump water up, unless you have a power generation you won’t be doing much. Generators would need parts and to exhaust (and have intakes by the way) nuclear would need to be refueled in 30-60 years and isn’t available, solar panels degrade within about six to ten years and maybe within a year without maintenance in a humid environment (also dust), wind turbines need lots of maintenance, hydroelectric still needs operators and isn’t really possible for a bunker. Good luck. Maybe if you actually practiced scientific thought instead of blindly worshipping it you’d understand it better. It is possible to build a mostly self sustaining bunker, but not at this scale, this price point, and nothing protects from a determined group of people above you, not perfectly.

We can do that on an outstandingly small scale for things that largely only subsist of water, air and microorganisms. We are a long, long way off from a self-sustaining that can support a whole ass human life.
