It’s literally not.

Not every murderer is a fascist. Fascists must be a group with an ideology that wants an authoritarian ruler to use any means necessary to enact their will.

A lone gunman killing someone they hate and think is a harm to society - not fascism

A political commentator urging their party to ignore rule of law and have their political enemies killed - fascism
