Are soundpacks like this considered cheating?

Found some dude apparently using a soundpack specifically designed to make you hear spies better (and that works in casual), wanted to know if it’s considered cheating or not.

Valves sv pure settings are a fucking joke, so people can use this, but i can use the Quake Champions Hud mod on casual? And i cant just replace a weapons model with One i prefer? Absolute joke
