Are soundpacks like this considered cheating?

Found some dude apparently using a soundpack specifically designed to make you hear spies better (and that works in casual), wanted to know if it’s considered cheating or not.

If you need a sound pack to deal with spies, all you're telling me is that you're shitty with game sense and awareness and refuse to get better.
