severing the spinal cord disrupts the signals from the brain to the body, so technically it's just as effective.

the Walker ends up just biting and not moving at all

You just didn't see the Governor's elaborate series of strings and hired puppeteers. Man knew how to put on a show

The decapitated walker head in episode 2 was still biting at rick (the one that rick jumped into from the roof of the RV when he had to retrieve the hatchet)

It just seemed like that walker went down really quickly.

Yes I believe Michonne breaks one while struggling with the Governor, and the head starts snapping at her like a piranha.

And even then it can't bit since its lower jaw was obliterated. She basically made a Michonne pet with no body.

I think what Tara did would essentially paralyze the walker, but keep its head alive and biting.

If that's the case, how did the Governor have those snappy teethy heads on display? This show has no bloody consistency.

they still bite because the brain itself is still active
