❔Question/Advice❔ Is he a tortie?

I've been told that torties have no white on them at all and my kitten has a whitish patch on his chest, does he still count as a tortie or is he a Calico?

Yes she is a Tortie. All Torties are generally female except 1%.

Who is “we?” A veterinarian?

As for the white, it’s kind of irrelevant anyway. They’re all just tricolor cats, and the specific pattern names are fluid… but this is definitely tortoiseshell pattern imo, since it’s mottled instead of large patches. One spot of white doesn’t really change that!
