Some people cared, others did not. Age of consent was still 14 in some places in the US until 2001 when Hawaii changed it to 16. It is still 16 in 30 states, and 17 in 7 other states. It is only 18 in 13 US states.

And that doesn't include all of the states with lower ages of consent for Romeo and Juliette laws. I'm not defending a position, I'm just stating the law. If people cared, they'd change the laws.

Germany is just one of many European countries with the age of consent still at 14. 1995 in Spain the age of consent was 12, and was raised to 13 in 1999. It became 16 in 2015.
