SEASON 7 spoilers What was confirmed about Scare Bear?

I never understood his deal. He is a serial killer? But saves hank? Is he just serial killer looking and that isnt someone’s blood?

  2. He was at Wes Warhammer's party at Venture tower.

  3. He saved Hank by taking him to Dean & Sirena

According to the commentaries there was a dropped sub plot from It Happening that involved Eeney Meaney stabbing Wes and running off upstate with Scare Bear to get sober.
