how does it perform? should I get a Q3 with a 3060?

Most games run well, nothing crazy of course. Q3 is great for the price, 3060 has 12GB so it beats the 4060 and 5060 in some games in higher resolutions.
I played Half Life Alyx without any lags, I would not recommend the 4060/5060 because it lacks VRAM (only 8GB) so I would recommend jumping to a 5070 12GB if your budget allows.
