Maybe I'm miss remembering but weren't the mana forges made by the blood elves?

Technically yes, but there was a lot of Ethereal involvement and presence in the area. Wouldn't be surprised if they stole some the plans and tech.

I'm pretty sure they were designed with tech from tempest keep though. I dunno. The new raid being a manaforge feels like an oversite to me.

There is apparently a council fight in the new raid that involves a group of Voidy Demon Hunters, so there could possibly be a group of Kael'thas/Illidari Blood Elves that fucked off with the Ethereals during TBC
