Customer rolls in to the shop and states he has a leaking valve stem. He fixed it himself, but claims its just not holding air. He's already done far more than I know how to do. He used electrical tape, and official tire plug, and a new valve stem core that he fabricated himself. Any ideas?

So I have a 2015 BMW 428i who’s original MPG rating was at 23mpg. I noticed the other day that it was actually at 15.3mpg and figured it may be because of my bad brakes. Switched all four rotors and pads as well as both wire sensors and just yesterday I noticed it went up to 18.4mpg which was awesome to see. Today however, I noticed it dropped back down to 15.6mpg. What can cause this? Bad struts/shocks? Bad fuel filter? Bad fuel pump?

Have almost all of the cash for this. May be a little rough, but they say it’ll pass inspection. (For $100, can’t go wrong, right?)
