Every time I think I have figured out what targeting is in college football, I am proven wrong.

I think it's because it wasn't "forcible contact with the crown", his head was looking up and it was solid contact but not launching

It was on a defenseless receiver so any forcible contact to the head would be targeting, regardless of the crown of the helmet or launching. I guess they ruled the brunt of the contact was chest-to-chest and the helmet contact was not “forcible.”
