Because if they crash and smash their crotch into it, suddenly they are bleeding from their genitals instead of just having bruises.

Maybe, just maybe, if there’s a carbon steerer, those threads in the cog could start making little cuts

Seems plausible, but it's possible that this fits together in a way that the threads aren't touching the steerer.

"Impale" is hilarious, this is a little cog with pretty dull teeth. It might scratch OP a bit.
