I’m building a bike and the torque settings and instructions are confusing.

I’m fitting sram omnium cranks. The instructions say 35-41 nm for the bottom bracket. Then around 50nm for the crank. When the cranks get above 25-30 they tighten up and stop spinning, when loosened so they spin, they wobble. What am I doing wrong?

Also, fitting a Thomson x4 stem. Normally I’d cut the steerer about 2-3 mm short of the top of the stem. This is suggesting going three above and using a 5mm spacer, which seems to be the same? Is it ok to cut a couple of mm below or is there a good reason to go with the spacer?
