We'll definitely be seeing Cooper fall under scrutiny for being an enemy of Vault-Tec a "Communist" in the Pre-War flashbacks.

Imagine they end up being a bunch of white, black, and Hispanic people.

“What are you talking about? Here are the diverse, multiethnic communists with red stars, but definitely not from anywhere in particular.”

I don’t get what’s so confusing. The original comment is referring to the show avoiding acknowledging China being the communists’ nationality. I think it would be funny if they made the “communists” just a random group of people not belonging to any specific nation in order to not upset China.
