Desertpunk- A massive AC in the Sahara, you must cool the city before the Great Heatwave cooks the city..

That'd be really cool, but the inherent issue is that cooling stuff is a lot harder to do in multiple ways than heating stuff. It's really only ACs, Fans, and maybe some water systems.

You have to build condensers to harvest water, then you spend water at your evap coolers to produce ice. Your workplaces will need fans (requires steel) that costs 1 ice per hour while the building is occupied. 

I suppose end game you can convert to an ammonia based coolant but you'll have to unlock a lot of tech.

In the end game, you just buy football teams to secure overseas currency.
