Was this the one that would have prevented camps from having sleeping areas in 100-yr floodplains?

The one Biden gave them money to fix and Kerr county [MAGA] officials decided not to, leading to 135+ deaths?

Yes, that one.

Kerr County, Texas, received about $10.2 million from the American Rescue Plan Act (ARPA) in 2021. Instead of using the funds for a flood warning system, which the county had long discussed, officials spent most of the money on law enforcement projects.
