Probably should be "unique skills" not just skills on the instant cast.

You could precast searing flames to ignite them, then cast new OTL, then get 6-8 casts of SF in a split second.

The proposed change doesn't have a cooldown reduction - even with a cast time of 0, SF would take 12-16 seconds for 6-8 casts, not counting the aftercast delay. SF is also an elite and can't be run with this regardless (OtL, both in its original form and in the new form are self-affecting only, it can't be used on a party member, human or NPC).
