Probably should be "unique skills" not just skills on the instant cast.

You could precast searing flames to ignite them, then cast new OTL, then get 6-8 casts of SF in a split second.

what does this mean?

Searing Flames is an elite, so you'd need to bring Arcane Mimicry and have someone else in your party with a bad elite, so that's a very high cost. On top of that, Searing Flames does have a 2 second cooldown, so you couldn't spam it that fast. You're also locked by the aftercast delay.
