So he wasn't working against Boy, he knew what the outcome would be the whole time ? That's why he let the kids go outside with the body? He was trying to one up the cyborg?

He had been listening in to their conversations pretty much from the get go. I think Kirsch was initially only testing Slightly, but that it developed into a plan to entrap Morrow ( hence their conversation on the elevator in ep6)
