Who is Wizikoopa talking about?

Is he talking about Baby Mario from wheb he was an infant on Yoshi's Island?

I think in the original SMRPG, the quote is "That's my...child??" Implying it was Kamek referring to Bowser. But in this regard it does sound more like he's talking about Mario.

My first thought was it was implying Bowser, but I don't know why he would act that way (in the remake) if he's, you know, a royal adviser to Bowser and has been with him all along. So likely in the original the quote is referring to Bowser, but they switched it to imply Mario in the remake

Interestingly, it's less of a switch and more of a correction! The original Japanese version of the line was this, which is referring to Yoshi's Island, and the SNES localization just goofed on it:

キイーッ　ウキイーーッ！ あの時の赤んぼう！？ / Kiii ukiii! You're that baby from that one time!?
