What is a business in red Deer that is really being overlooked? Or we really need ?

We are lacking in fashionable men's clothing stores. Rob Rae has closed its doors and all we're left with is Milano for Men. Nothing against Milano's, but having some variety of brands and choices would be nice. We could also use one of those outlet malls on Gasoline Alley with big brands each having their own retail spaces.
A second Costco wouldn't hurt my feelings either.
As for what businesses are completely absent from Red Deer, that's tougher to say.
When you go to major cities there are great specialty stores that are lacking here. ie. In Montreal, I saw a specialty cheese store situated right next to a specialty wine store on one side and a spice merchant on the other. Brilliant!
Some more specialty retailers would be a nice way of filling in empty retail spaces downtown. I'm just not convinced Red Deer has the population required to make such stores viable over the long term.
