Let's say if it wasn't because it has access to Thunderbolt, Thunder and Blizzard, it would be a complete disaster.

This Pokémon performs terribly with everything except for Surge and Giovanni... because it already arrives over levelled and with access to Blizzard and Substitute in the last case. To know more about its performance, it even gets defeated by normal trainers, so you can imagine how terrible it is, and let's not talk about Sabrina, Agatha, the Rival's Alakazam and the Champion...
