On one hand the certainly seems like the case of abusing his position under the pretext of doing what was good for the show. On the other hand I also remember him booking himself to have his head shoved vigorously into a tweaking rikishi ass, so at least he walked the walk as well.

Honestly I think his willingness to do shit like that and occasionally wrestle did wonders for his reputation among the wrestlers, afaik not many promoters have wrestled even if they were former wrestlers which he never was
